Abstract

The paper considers the basic provisions of the forest management system taking into account the history of its development in Russia and other countries, including Germany, where it originated. Special attention is paid to the functional purpose, content, methodology of strategic planning within the forest management and its relationship with the Federal Law no. 172-FZ “On Strategic Planning in the Russian Federation", adopted by the Government of the Russian Federation in 2014. The forest management was abolished by the last Forest Code of the Russian Federation (2006). This fact negatively affected not only the forest management, but also the state of the forestry sector of the economy. The basic concepts established earlier in the forest science and practice were also distorted. The paper considers the key concepts of forest management and its specificity predetermining the origins of the forest regulation; two-level nature of strategic forest management planning; its methodology; other functions of forest management, including forest inventory, assessment of the past economy, organization and calculation of continuous sustainable use of forests; economic justification of forest programs formed in forest management in the territorial entities of the Russian Federation and their forestries; mechanism for their implementation; recommendations for the improvement of forest management and control over it. The supplied conceptual provisions can be used in the development of a new forest management instruction.
